Please tell me "fair market value" isn't pennies on the dollar that Treasury paid.

that's the rub isn't it? You have to assume that is the case. But the article says that the banks have been paying dividends on the stock but that's probably a drop in the bucket compared to the drop in FMV.

Why wouldn't Treasury just auction off the warrants in the open market? Then we'd be sure they're paying fair MARKET value, right?
